Elima Karalaeva is a PhD Student  at the Department of Politics in the University of Exeter, UK. She graduated with Master of Public Affairs (MPA) in Public Finance and Policy Analysis from the School of Public and Environmental Affairs at Indiana University – Bloomington, USA. Prior to entering PhD Program, she was an Assistant Professor at the Public Administration (PA) Program in the American University of Central Asia, Kyrgyzstan. In this capacity she taught a number of economic and business courses within bachelor and master programs, including Public Finance & Budgeting, Public Management Economics, Cost-Benefit Analysis, Financial Management, Investment Analysis, Financial Accounting, Cost Accounting, and Introduction to Operations. In the framework of the Public Administration Program, she was responsible for curriculum development of the PA minor program, adaptation the generally recognized principles of PA education, advising students toward minor in PA, supervising the theses of senior students, and expansion of the AUCA’s library resources in public administration. Research interests include governmental finance and budgeting, revenue management, state and local finance, capital spending and borrowing, public debt, fiscal consolidation and tax reform in developing countries.
