Tobias is a PhD candidate (part-time) at the Institute for Arab and Islamic Studies. His thesis looks at the regional foreign policies of Saudi Arabia, the UAE and Qatar since 2011, and specifically concentrates on the three countries’ conception of stability as a foreign policy objective. His research is supervised by Dr Lise Storm and Professor Gareth Stansfield.

Tobias is also an Associate Fellow at the Royal United Services Institute for Defence and Security Studies (RUSI); and works self-employed as a researcher and analyst specialising in Middle East politics and security. At RUSI, Tobias works with the Institute’s Leadership Centre, which delivers training courses for government and military personnel from around the world.

Besides his thesis, Tobias’ other research interests include European - specifically German and British - foreign policy towards the Middle East, the evolution and propaganda narratives of extremist groups, and the post-2011 political and security developments in North Africa (especially Libya).

Tobias holds degrees in Arabic and Middle East Studies (BA) and Applied Security Strategy (MA) from the University of Exeter, and is an alumnus of the German National Academic Foundation. He has spent time studying and working in Egypt and Morocco, has travelled extensively in the region, and is proficient in Arabic.
